The Role of Strategic Planning in Developing Institutional Performance in the Palestinian Agricultural Sector

Abstract

The aim of the research is to explore the role of strategic planning in enhancing institutional performance within the Palestinian agricultural sector, using a descriptive-analytical approach and a questionnaire as a tool for data collection. The study population consists of officials in the Palestinian agricultural sector in the West Bank, with a random sample of 100 agricultural sector officials selected for the study.

The research results indicate that the role of strategic planning in improving institutional performance in the Palestinian agricultural sector is significant. There is a clear relationship between strategic planning and institutional performance from the perspective of officials in the Palestinian agricultural sector in the West Bank. The degree of strategic planning in the Palestinian agricultural sector is high, and the level of institutional performance is also substantial.

The researcher recommended several suggestions, the most important of which are: enhancing the use of technology and innovation in analyzing the strategic planning environment by utilizing advanced software for data analysis, such as Geographic Information Systems (GIS) and big data analysis tools, to provide accurate insights into the internal and external environment of the institution. Additionally, expanding the scope of external environmental analysis using comprehensive tools, such as implementing PESTEL analysis (Political, Economic, Social, Technological, Environmental, and Legal) periodically during the strategic planning process, with specialized teams assigned to collect and analyze relevant data from various sources, such as government reports or economic consultations.
