The strategic Plan for one of the Saudi Universities (2018-2022)

Abstract
This study aimed to provide an analytical critical vision for the strategic plan of one of the Saudi university (2018-2022), in order to know the basic features that describe this plan, and determine the objective criteria that should be followed in analyzing and criticizing this plan, in addition to determining the extent to which the strategic plan of the Saudi university under study meets the objective criteria for building the strategic plan, leading to presenting a number of development proposals that should be taken into account in building the strategic plan (2023-2027) for this Saudi university. Accordingly, the study used the descriptive approach, in both its analytical and critical styles. The results concluded that the objective standards that should be followed in analyzing and criticizing the strategic plan of the Saudi University included (82) sub-standards within (15) main standards distributed over five main areas: (standards related to the methodology of preparing the strategic plan, standards related to the elements of the strategic plan, standards related to SWOT analysis, standards related to preparing the executive plan, standards related to the follow-up and evaluation phase). The results was also shown that the strategic plan document for the Saudi university under study met the majority of the objective standards that should be followed in building the plan, whether to a large or partial extent, including many sub-criteria related to the methodology for preparing the strategic plan, sub-criteria related to the elements of the strategic plan, sub-criteria related to SWOT analysis, as well as sub-criteria related to preparing the executive plan. Despite this, the results showed that there were clear methodological shortcomings and weaknesses in the plan document’s fulfillment of all sub-criteria related to the follow-up and evaluation phase. The study recommended that the team preparing the strategic plan for the Saudi university under study should take into account the standards related to the follow-up and evaluation stage in preparing the university’s strategic plan (2023- 2027), so that the entity responsible for follow-up and evaluation and its tasks are determined, and the timing and method of follow-up and evaluation are determined, in addition to the university contracting with an independent external party to evaluate the preparation the university's strategic plan document before its final approval.
