A Proposed Concept for Applying the Total Quality Management System in Saudi Higher Education Institutions
Abstract
The aim of this research is to build a proposed vision for the implementation of the total quality management system in Saudi higher education institutions in correspond with the Kingdom’s vision 2030, where the Kingdom presented a comprehensive vision of the role of education in advancing the economy and development in the Kingdom and its global competition. And considering total quality an effective entry and source for possessing a competitive advantage in light of the challenges of the new climate, because total quality management is considered as a management philosophy, based on several principles, foundations and requirements that seek to achieve the goal of higher education institutions in meeting the needs and desires of the beneficiaries, and this requires coordination and guidance of all functions, operations and capabilities. The institution to achieve the satisfaction of the beneficiaries (students and employees), and this achieves distinction for the institution. Higher education institutions should work to establish a culture of quality among individuals as one of the main steps for adopting total quality management. Changing the organizational principles, values and beliefs prevailing among the members of the same institution and making them belong to a new organizational culture that be a prominent role in serving the new trends in the development of higher education institutions. Also, the basic step to obtaining the ISO certificate is the application of comprehensive quality standards at work. The research sought to answer the following questions:
- 1. What is the concept of total quality management in higher education, and what are its justifications, principles, and application stages?
- 2. What is the International Standard for Quality (ISO) in higher education institutions?
- 3. What is the proposed vision for the application of total quality management in Saudi higher education institutions?
In light of what was presented in the content of this research on total quality management in higher education institutions and the international standard ISO21001: 2018 system, the proposed scenario was built for the application of total quality management in Saudi higher education institutions.
